Mail saves templates but will not apply them

I have created Mail templates and used them successfully in the past, but after creating a new one recently, I cannot apply it, or any of the previous ones, though they are all visible in gray in the Custom submenu.  When I attempt to apply a template, only the signature is inserted.  Then it cannot be removed thereafter.
