iCloud download for new iPad

I replaced my iPad yesterday- it was fully backed up to the iCloud. I know it's impossible to give an exact time allotment... but it's been almost 24 hours downloading from the cloud- and it doesn't look anywhere near finished yet. Is something wrong? Do I just need to be more patient?

No it should take 1to2 hours it,s stuck in a loop go to iCloud stop backup

Click on apps that are not downloaded just a few at a time.
