Time machine backups won't delete

I moved time machine back ups from a sierra iMac external drive to the trash and tried to delete. they won't delete. I have tried dumping trash and it comes back can't be dumped because files in use. I have tried individual File Immediately delete. it starts then says error 8072. My time machine was running out of space with back ups from 2016 so I tried to make room. Aparently a bad move but I was sure I had done this before
