PUK locked *iPad mini 2*

hello i need help getting my pin

i recently restored it with iTunes to factory settings because i forgot my pass code and its saying this "PUK LOCKED"

                                                                                            insert a valid sim with no pin lock to activate iPad. i don't know what to do please help.
