How can i change country/region?

How can i change country/region, itunes always show this: "You cannot change stores while you have pending bank orders.". But i haven't any bank orders.

Has your issue been resolved? I have the same issue now. Apple support told me to contact bank, but bank side has no idea about this. Need help, thx.
