Ipad Mini 4 MD532LL/A will not see IOS 10 avail...

Ipad Mini 4 MD532LL/A will not see IOS 10 availability and says that IOS 9.3.5 is latest for unit. 27 GB storage availalble. Wireless and ITunes wired updates tried. Restored software. Still says 9.3.5 is latest. Just purchased a new unit MK9Q2LL/A and it updated to IOS 10.3.3 immediately without problem. It seems to me the original unit would update also. Am I missing something.

That model number is for a 1st generation iPad Mini, which can not be upgraded further,

MD532LL/A is the model number for a 1st generation iPad Mini and a 1st gen iPad Mini cannot be upgraded past iOS 9.3.5.
