Photos and iCloud

I dislike admitting that I'm royally confused, but....

From what I've ascertained, the only purpose of iCloud Photo Library is to allow you to access your photos from any of your iOS devices. It doesn't seem to be for storage purposes, as the photos deleted on a device also deletes it from iCloud Photo Library. So unless I download or copy the photos to a PC hard drive or external drive first, I lose the photos if I delete them on a device on which I need to free up storage and can no longer be viewed by other iOS devices. I've quite an extensive collection of photos and purchased 200GB of storage in iCloud Drive to store them in so that I could free up space on my device and still have access to my photos. At least that's what I thought I could do. It sounds like it should be simple, but I'm totally confounded and confused about how to store my photos in iCloud Drive and thus keeping them accessible even after deleting them from my device and thus, from iCloud Photo Library. So at the moment I have 200GB of paid storage that sits empty while my device is screaming "out of storage!!" at me.

Another issue is iBooks and iCloud. I have several .pdf documents stored in iBooks that I need to print and to do that, I have to access them on my PC. Everything I've read says that the .pdfs are automatically backed up to iCloud Drive, but.......where? I have iCloud Drive installed on my PC, but no matter what device I use to access it, I do not see any indication the .pdfs are there.

I swear, I am no amateur when it comes to electronic devices and such, and I've always managed to figure things out on my own with little trouble, but the issues with iCloud is kicking my a** and has for some time. So far, I'm wondering just what purpose iCloud serves. I'm sure there's a simple answer and I'm just missing it, or maybe I'm eating too many bowls of stupid for breakfast, but to whoever can respond, please don't be condescending....I'm feeling dumb enough as it is.
