Receive and Make calls on Apple Watch 3 and iPh...

With Apple Watch 2, when both iPhone and Watch were connected within the house, both devices would ring. I could answer from watch or phone. Now, with Apple Watch 3, only the iPhone rings when a call comes in. If the watch is disconnected and using cellular, it will ring and/or make calls. But not when iPhone is on the same WiFi network. Any thoughts?
