Deleting items from Time Machine

I use Time Machine via a 1TB external HDD connected to my Mac.  The other day, I got a message telling me that Time Machine was full, and that older backups would be deleted to make room for new ones.

For reasons too boring to go into, I particularly wanted to save my oldest backup, so I figured that deleting some backups myself (that I wouldn't particularly want to keep) would create some space.  So I deleted all my July 2017 backups from Time Machine, and they found their way to my Trash.  This of course left plenty of backups on there, both before July and for all of August so far.

The problems came when I went to delete them from my Trash.  Whilst some files have undoubtedly now been deleted, a number of files simply won't delete, because they're system files, or the Mac HDD is in use, or certain other folders are in use etc etc. So I've begun to think that I've done something terrible.  My Trash contains 12 folders, totalling in size to only around 1Gb form what I can work out, but I just can't seem to delete them.  I figured that the system files that I need would be already on my HDD, and that backups on Time Machine were precisely that - backups, which Time Machine routinely deletes when it needs to.

Any advice from anyone knowing more about this that I do would be gratefully received.  Thank you.
