Booting from external USB 3.1 SSD

I have a Late 2013 iMac with a failed HD. I have been booting from a USB 3.0 HD with it's own Power Supply. I don't run any software on this iMac as it is used in Target Display mode as a slave of my 2017 imac. The drive I am looking at is this WD 256GB My Passport SSD Portable Storage - External Solid State Drive - USB 3.1 - WDBK3E2560PSL-WESN - Newegg.com and this is it if you just want the info WD 256GB My Passport SSD Portable Storage - External Solid State Drive - USB 3.1 - WDBK3E2560PSL-WESN. This SSD doesn't have a Power Supply. So will it boot or not?
