Time Machine Does Not Run during Power Nap

With Time Machine running and Power Nap turned on, if I then put my 2017 iMac running Sierra to sleep, the Time Machine stops.  My external HDD's light stops blinking.  Does this happens to everyone?

If your machine is put to sleep while it is connected to an AC power outlet, time machine will work.

Yeah.  I read that but that doesn't work.  This is on my iMac so the AC is always plugged in.  But when I put it to sleep (Apple Menu/Sleep), the activity light on my external HDD's for Time Machine stops blinking.  (That's how I determine my Time Machine backup is not running when the iMac sleeps)  May be it only works if I let it go to sleep on its own?
