ipad pro 10.5 is not starting at all

I bought this ipadpro 10.5 2 month ago and it have nto been used for more than a month and now i descovered that it is not starting at all it is not giving response to any actions what can i do? In my country thay said it is possible to send this ipad back and get a new one so I am interested is it really possible and will the iapd i will recive be the original one?
