My phone keeps asking me to sign in to a friend's iTunes account on my phone, so how do I permanently remove my friend account from my iPhone 

Open iTunes, scroll to the bottom, tap the Apple ID, sign out, then sign in with your ID.

If you are signed into 'Setting > iTunes & App Store > Apple ID' then the issue is there is still content existing to the old Apple ID on the device. What you can do is check the App Store go to 'Updates' try to update a single app at a time. If any request the old Apple ID then you must remove the app and reinstall with your Apple ID.
