What are some files having a .icloud extension ...

We see seemingly random files with a .icloud extension added to the end.

Detail

We use OneDrive to share files between a Mac and PC.  When the owner of the files first set up OneDrive he saved his local sync folder to a folder that was also being synced to his iCloud account. He was having other issues with OneDrive so I had him move his local sync folder to a new location that is not under an iCloud folder.

Before and maybe after that the user on the PC will find files, like PDF's etc. with a .icloud extension added. These files don't seem to be usable even if we remove the .icloud extension.
