Mac Pro 2008 hangs up during startup in Snow Le...

My 2008 2.26 8 core Mac Pro 3,1 has two system drives - one that runs 10.6.8 and another that runs whatever number El Capitan is.

 

I can no longer get either drive to boot successfully. When using the Snow Leopard drive, the grey screen with the Apple logo shows and then the spinning time thing hangs up after several seconds. The El Capitan drive also boots to the grey logo screen and then goes into a boot loop, endlessly restarting to that point.

 

I have tried swapping them in an out so that only one drive is present to no avail. In Single User Mode, I have run fsck-y and verified that both drives are fine. It does not seem to be an issue with the hard drive.

 

The computer will not boot into Recovery mode, from the Snow Leopard install disc, or into Target disk mode. It will only boot into Verbose or Single User mode.

 

My assumption is that this is a hardware failure of some sort.

 

I have pulled each of the RAM units in turn to see if one of them may be causing it. No luck.

 

I pulled the graphics card and re-seated it, mostly just because it made me feel like I was doing something.

 

I've disconnected all peripherals.

 

Still nothing. Anyone out there have any ideas on what the issue may be? Or like Kenny Rogers once said, is it time to fold 'em?
