Pairing problem

I bought an Apple Watch série 1 to somebody. I hard rebooted the watch. When I tried to pair with my iPhone 5S, it asked for upgrading to iOS 10.3.3. I did it.

But when I try to pair my Watch with the phone the message is that"my phone iOS need to be upgraded"...

Any idea?
