icloud upgrade payment

I have a couple of questions on upgrades to icloud storage and payment.

1. I upgraded my storage from the free 5GB to the 50GB. It seams to have charged a c/c that was on file from a family member that is set up as the organizer on family sharing.  I believe i have to be setup on family sharing to have access as one of the users on his family Apply Music account.  Does that mean that the monthly charge for the 50GB storage has to be charged to his card?  We are not sharing the storage due to using the family share feature are we?

2. I attempted to downgrade the storage back to free 5GB in an attempt to not charge his card.  It looks like i did that but it is still showing the extra storage.  So does that mean the downgrade will not go into effect until the month of upgrade is over? If so how can i change back to upgrade to 50GB and charge my c/c that is loaded under payment options and not his card? If i get him to remove his card does that move mine into a "default" payment of some type?
