stain macbook 13 inch

Hello , recently I have stains on my retina screen. It happened after I cleaned my screen as described in the Apple guidelines.

Via search on internet I see many people have these problems and Apple has a free repair service.

I want to know if I can use this service. But when I go to apple support I must pay 30 euro to get in contact! My laptop is few weeks after 2 year warranty period Belgium.  On internet I see this repair is free until 3 years after purchase.

How can I get in contact with Apple without paying 30 euro.

The website where I bought the Macbook, does not longer give support.
