How to get refund for non working app

What do I do about purchasing an app that does not work? It will not even open on a MacBook Pro, a MacBook Air or an iMac. On each machine it does not respond. The app in question is "France Radio Stations". The listed customer service website has an "Under Construction" message and nothing else. It is not much money but it annoys me to be conned.
