How to open I cloud account in my iPad?

I have problem with my I cloud account, the problem is that at the beginning of setup of my iPad system, as usually it require to sign up or giving I cloud account, but unlikely the icloud account is not working, but when I use the same account on different device it works, how to fix this issue, pls reply as soon
