Apple ID disabled. Followed steps to fix but st...

Getting an error message on iPad while in App Store Updates that Apple ID is disabled. Followed all steps on the Apple website to change ID, password, etc. on all devices but still getting error message on iPad that "Your Apple ID has been disabled." iPad is an iPad 2, version 10.3.2. Does anyone know how to fix this? Thank you.
