Apple Photos

Photos on my Mac has NEVER opened.  I get this error message:

I have tried rebooting, the software updates have all been installed.  I have already tried the Command+Option reset.  I have tried to uninstall the App (it doesn't let you trash it as it is part of the operating system).  I have searched on-line for a suitable repair, fix, etc.  None of these have worked.  How do I get it working?

FYI: as it has never worked I now have 4 years of photos on my phone (it's full).  I have done backups of my phone, but the photos have not backed up because the App doesn't open.
