I suggest that you contact Rogers Canada directly to ask about their plans for providing service plans for iPhone that include support for Apple Watch Series 3 (GPS + Cellular).

 

I'm afraid that no-one here can tell you anything about their unannounced plans (this is a user-based technical support community).

At this time, there is not a device identified as being compatible with an Mexican networks. Apple Watch - Carriers - Apple

 

The purchase of an Apple Watch LTE outside of the county of use is not a good idea. I would wait and contact your Mexican carrier to see if they will be supporting the Apple Watch LTE and when that will be coming. Apple has reported that additional carriers and countries will be announced at a later date.

For now just Bell and Telus network.
