Apple Watch series 3 GPS+Cellular activation

I have ordered the Apple watch Series 3 gps+ cellular.  I see that my carrier (Verizon) is charging a $30 activation fee to add service to my watch.  If I wait until the next billing cycle before adding the watch, would I still be able to use my watch until then without cell service just like a series 1 or series 2?

Cellular setup can be skipped when pairing and setting up your Apple Watch and then set up later via the Watch app (My Watch > Cellular).
