"Tones" Tab not showing up in "library" section...

Hi! So, I am trying to make a new ringtone for my iPhone SE, But the "tones" tab won't come up in the library section. This has nothing to do with my phone, just iTunes. I can't even sync music + tones from the summary tab on my phone because the section is grayed out. And no, I don't have "manually manage music and videos" on. Please help!

Click the media selection menu, then click Edit Menu at the bottom and put a tick against Tones.

I have this problem too but when I go to edit the library menu, there is still no Tones option in the drop down list.

What version of iTunes? The newly released iTunes 12.7 has changed the game somewhat. You now drag and drop from Finder/Explorer to the device when it is connected to iTunes. See the last section of Manually manage content on your iPhone, iPad, or iPod touch using iTunes - Apple Support.
