Who is telling you that you are getting charged by iTunes? Also, this is a user to user support forum, and Apple does not participate here.

Did you receive an email or other message with what appeared to be a receipt saying that you made a purchase and gave you a link to report that you didn't? It is very possible that this is a phishing attempt, or other fraudulent message.

If it is not an actual message from Apple, do not click on any links, just delete the message and ignore it.

If you received an email about an unfamiliar purchase, it might be a phishing scam. Don't call, email or click on any links. Just delete the email and you'll be fine.

To confirm if the purchase was really made, log into your Apple ID/iTunes account directly and check your billing or purchase history. You can also file for a refund from there.
