When Does High Sierra ship with new iMac 21.5. ?

We are all end users just like you so we would have no idea. If you order a Mac from Apple's online store then ask them. However if you are ordering from either an Apple Store or reseller then they may have computers in-stock that still have 10.12.x on them. However either way its of no concern, updating to High Sierra (10.13.x) is simple, once you have setup the computer the first day, open the Mac App store and update to HS.

If you are purchasing online - especially if it is a built to order - it almost certainly will ship with High Sierra by now based on my experience. However, as rkaufmann87 said, stores may have some (or all) computers in stock that shipped with Sierra.
