Syncing Apple Music between devices

I use my iPhone as my master music list, downloading songs to it for offline use, then deleting some when I decide I don't like them. Likewise some podcasts.

I also have an iMac and an iPad, but I seem to be unable to get them all on the same page. I would like to be able to add or delete music or podcasts from one device (usually the phone) and have it added or deleted on the others. I have iCloud Music library switched on all, but can't get it to happen. Any ideas?
