Making me verify payment information over and over

ok so for iTunes, i used to have a prepaid credit card on my account and it's empty so i removed it from my iTunes account

but now i added a gift card and it just keeps telling me to verify my payment information. i've literally pressed 'none' and confirmed w done 6 times and it keeps telling me the same message.

i literally can't even update free apps already installed because it just keeps requesting payment info.
