How to set up itunes on childs windows computer?

We downloaded itunes to my child's new computer but her sign in and password do not work (yes, we are sure the information is correct).  I signed in with my own login information but then couldn't authorize her to use itunes on her computer.  She is under 13 so I'm sure that is the problem.  Anyone know how to get a child signed in to itunes so that she can then use family sharing and the rest of the features?
