Optimized storage still on after I turned it off

Hello,

If after turning off Optimized Storage, should the green "completed" icon still appear in About This Mac > Manage? I went into iCloud, deselected everything, ticked the "do not optimize storage", and signed out of iCloud yet it is still on. Also, time machine is turned off. Maybe it just always stays on?
