Random desktop pictures are not random

My Mac with Sierra OS (as with any previous OS) cannot select random desktop from pictures (tried collections, years, etc.). Amongst about 12000 pictures it keeps showing about 30 - 40, sometimes the same picture on more than one desktop.

Actually, the same issue with "random" music selection when from 100 albums iPhone keeps suggesting the same set of songs time after time.

Apple, could you finally make a descent randomizer? My 10 years old Windows manages to get random desktop picture while latest Mac OS can't? I have talked with different apple users and anyone tells that Apple randomizer almost never produces really random results.

Any hope there?
