iCloud notes show on iphone but not in Outlook

So I moved my local Notes in Outlook to iCloud so that I can see them on my iPhone AND in my Outlook

however I can only see it on my iPhone.

Oddly when I log into iCloud on my Windows, I only see a shared Note but none of my notes.

I tried to Move my iCloud notes on my iPhone to my other IMAP account.

I see those notes both on my iPhone and Outlook.

This should be the case of my iCloud notes. Not sure why it's not.

When I right-click on iCloud account in my Outlook to add Notes it says it's not supported.

Other strange thing is, when setting up iCloud with Outlook, it creates an iCloud folder that ONLY has Calendar and Tasks then ANOTHER folder of my iCloud email account. Which has Notes but it's empty.

Anyone know what's going on? How do I get them to show in both devices? Or at least Move the ones on my iPhone over to my other account that I can actually see in both devices?
