cannot install itunes on windows 7

I just downloaded iTunes and I am trying to install it on my Windows 7 PC, but I get the following message:

"Errors occured during installation before Itunes could be configured.  Your system has not been modified.  To complete the installation, run the installer again"

I deleted the iTunes download and started from scratch, but that did not help.  I also tried restarting my computer.  Any ideas?
