How will FILE in iOS exactly work?

I was trying to use OPEN WITH or SEND TO (from third party apps) to send content files (videos, music, fotos, books, etc...) into the new FILE folder... but it doesn't seem to work. I was expecting FILE to become the iOS file system browser as a UNIQUE CENTRAL ARCHIVE for all document files. In my idea all apps could (or even have to) access that folder as a centralised file repository. Up to now we (iOS users) are forced to keep documents within each app's own folders and iOS is really missing a centralised folder. I was hoping that this would have been FILE but it seems is not, and it's only an appendix of iCloud.
Don't you wish Apple had a SINGLE UNIQUE  FOLDER for ALL type of documents? Photos would be a subfolder of this. Music and Videos for iTunes (as well as music and videos from other apps) could stay in subfolders in here, as well as books etc... Why not Apple ?
