Low Speed Ethernet Connection Mac MIni core 2 duo 2.1

I note this model supports Gigabit ethernet..... not in any way I can tell! Just had my ISP fix my Internet bandwidth problem. My PC Laptops (can't afford Mac Notebooks sadly) now get 40MBits/sec internet download speed.

But the Mac Mini 2008 vintage and similarly connected via ethernet cable to the same SKY router  only gets 10-15MBit/s.  I looked in the setting area but don't see anything odd.  Changed the cable to be sure. No change.

Any ideas on what may be wrong here please?
