Reachable phone number

I do not receive text messages on my iPad Pro. I have tried to add the phone number to the my reachable number in the settings on the iPad and on my Apple ID on the web site but every time I do I get a response that says the number already exists. Please advice. I would like to move seamlessly with texting between the iPad and the iPone.
