Refurbished iPad Price Difference

Back in April/May 2017 I purchased a Refurb. iPad Mini 2 (16GB) for £189 for my son.  I've been looking again as my daughter now wants one. 

I have kept a close watch on the 'Refurbished iPad' page and I see that there is a Refurb. iPad mini 2 (16GB) on for £269.  However, on the same page there is also a more recent iPad mini 4 (32GB) for the same price. 

How would an older iPad mini 2 with only (16GB) cost the same as a more recent iPad mini 4 that has more storage? 

Could someone please explain this to me?  The only difference I can see is that the mini 2 also has cellular.  But how would that addition increase the cost for an old mini 2. Anyone?
