Send/receive messages while on cellular

Happy to have the new Apple Watch and the ability to leave my phone behind, but it doesn't seem to be working.

Established cellular service through AT&T last night, connected to my current iPhone's plan. Turned of the phone, could make a call from the watch without issue.

However, my watch will not receive nor send messages (or other alerts) when the phone is off or when the watch is distant from the phone.

Is this a known glitch or a unique problem? Is there a remedy?
