Unable to Delete partially downloaded movies fr...

I recently tried downloading a previously purchased movie on my Macbook. The download stalled, and now a blank video "file" is there. This file has all of the movie's info from iTunes, without the cover image. I cannot delete this file, and cannot attempt to continue the download. I tried redownloading the file, as well as trying to download another movie, and it also failed and did the same thing. I cannot delete these files, even by clicking "Delete From Library" or anything. When I try to locate the "file" itself, it shows it's location as iCloud. There is no file in any of my media folders with the other iTunes movie files, and I have the settings to only show "Downloaded Movies" on iTunes. How do I get these files deleted?

If an iTunes Store purchase unexpectedly stops downloading - https://support.apple.com/HT204312 - "When you download music, a movie, or a TV show you bought from the iTunes Store and it gets interrupted, you can restart the download."

Those aren't the issues though. Restarting the download only starts downloading a new version, but the partial downloaded files stays stuck in my library as shown above.

As an update.... This issue still has no fix or resolution. Incredibly annoying.
