credit card was declined

How can I fix the issue that gives me this message "Your credit card was declined."??

Try another / different Credit Card... or...

My account was messed up due to invalid purchases on my bank account so iCloud was declined, so bank sent new card. I put all info on apple acount my iPad and iPhone but keep getting invalid payment method.  Help
