Finder, Mail and iCal not Opening

Hi,

My Finder, Mail and iCal are not opening in a new window from the dock. I have removed the plist files and restarted. They will work for one occasion and then when I want to open again they don't. I have to use Open in New Window for Finder and Mail. iCal just doesn't display.

Any ideas as this is an ongoing issue I have had for sometime. I was hoping updating to iOS 11 would resolve this problem.
