Not able to modify F10 F11 F12 control

Hi,

iMac Late 2013, OSX 10.11.6, Magic Keyboard with Numeric Keypad

I've paired the new Magic Keyboard with Numeric Keypad with this iMac, but brightness/volume icon F keys do not function as hardware controls, they only cause an alert sound.

From searching these forums, I found to go to System Preferences > Keyboard > Keyboard and to deselect "Use all F1, F2, etc. keys as standard Function Keys."  However, when I do so I do not see this box to check, I seem to be missing this functionality:

I've dug through the rest of System Preferences, restarted the computer, updated to 10.11.6, disconnected keyboard and re-paired it, debugged bluetooth via option-shift click on bluetooth icon in menu bar, and reset the NVRAM with option-command-p-r, all to no avail.

How else can I access/where else should I look to access "Use all F1, F2, etc. keys as standard Function Keys."?
