"New iCloud Terms and Conditions"

I just recently updated my iPhone SE to iOS 11, and it keeps giving me this alert that says

 

"New iCloud Terms and Conditions"

"To use iCloud on this iPhone you must accept the new Terms and Conditions."

 

It gave me two options: "Not Now" and "View Terms." At first, I tried selecting "View Terms." It simply took me to the settings page, and nothing happened. Then the alert showed up again and I tried the same thing, no luck. The notification appeared once again, and this time I pressed "Not Now," hoping that it would just let me use my phone normally. It still kept giving me the same alert, and now i can hardly use my phone without that alert popping up within seconds of me selecting "Not Now."

 

I think the reason that I cannot "View Terms" is due to the parental controls/restrictions placed on my phone. One of them restricts me from even so much as viewing the little part at the top about iCloud that tells you your contact information. I can't even so much as click on that, and I'd assume that the option to "View Terms" has to open this section of the settings in order to be displayed. If there is any way to override or bypass this alert or the restrictions that would be greatly appreciated, I need to be able to have a working phone, and having an annoying alert pop up every two seconds (Quite literally) is a huge inconvenience and distraction, most of my texts have to be typed letter by letter now because the second I type a letter, the alert has returned and I need to click "Not Now" once more.

 

If anyone has any sort of solution to this problem, that would be greatly appreciated. Thank you for your time.
