Should I connect the Vpn on my iPad to get iOS ...

How can I get iOS updates automatically on my ipad. When I have checked for updates it says I am up to date but I am still on iOS 9.3.5 not ios10. Have to say I'm a bit confused. Please help. Thank you

if it's the first generation of iPad mini 9.3.5 is the last update it will ever receive
