Internal second drive spinning up keeps me waiting

I thought I made the right decision and bought an iMac with an SSD and an internal 2GB HDD in 2011. An awesome Machine it still is. i7 3., now running MacOS Sierra 10.12.6. Extremely fast. If it wasn't for the HDD. Every time I open Spotlight or any app and start the open dialog, the HDD begins to spin up. This usually takes 10 to 15 seconds, which totally annoys me.

I have included the HDD in the Privacy filter in the Spotlight prefs. But still, the HDD always spins up and keeps me waiting. I have bought an external HDD to take up the data. I have manually deactivated the drive using Disk Utility but every restart activates the HDD again.

Any ideas to stop having to wait for an internal second drive to spin up?
