Can I allow apps to use all folders on iCloud o...

I'm new to iOS and finding that my saved files aren't always accessible between apps. For example, each Apple app stores files in it's own directory on iCloud, Adobe stores on the Adobe Cloud, Acrobat looks for document cloud, and Dropbox isn't availabe from every App.  If I save a PDF from one app, it's difficult to access it from another App. Is there a way to have my storage available from every app? Ideally, I'd like to see all my storage in one place as though it were on a hard drive, but I understand iOS doesn't work that way, so I'd like to learn the best way to come as close to this as possible, so I can have files available and openable from all apps that support those file-types.  Any tips or suggestions anyone can offer to streamline my storage will be helpful! Thank you!

You can use iCloud Drive to store your files.
