What controls the behavior of a Mac when it has...

What controls that flashing file icon with a line through it that shows up when a computer can't read its hard drive? Is it correct to assume that this is the same file system that starts up internet recovery/internet hardware diagnostics and any other OSless functions? How come I can't see anything about it in diskutil or hdiutil? Is it + free or just fat?

I believe it's in the firmware or ROM, which is why you get the same icon when there's no HD installed, and why you can't see it in DU.
