Passwords missing in Keychain

I have iCloud keychain enabled on my iPhone, Macbook and iPad pro. This evening I disabled iCloud Keychain on my Macbook (System preferences>iCloud>Keychain) and enabled it back again. Login and passwords for 30 websites were missing on iCloud Keychain.

Before I did this exercise,

1) I made sure I backed up my iPhone to my Macbook pro

2) Opened Keychain Access App on my Macbook to check how many items I had on my iCloud Keychain. It was 146. I made note of a couple of websites

3) After the Disable/Enable exercise, that count was reduced to 109. When I was disabling iCloud Keychain on my Macbook, I got this pop up message which looked most promisingly misleading "If you choose to disable iCloud Keychain and delete them from my Macbook, those would still be available on iCloud..." How unreliable

4) I immediately opened my iPhone to check if the passwords were all available. Login and password for one of the website I had made a note of (see bullet point 2 above), was missing.

If you ask me why was I unnecessarily enabling/disabling Keychain, I was testing if the iCloud Keychain is really reliable...I understand it is not. This has happened second time within a couple of months.

Any help?? I would be grateful
