iCal not syncing with Exchange calendar in OS X...
iCal shows events made before version10.11.6 but not after OSX 10.12 and beta 10.12.1 update. Other Apps-based calendars in iCal are not effected, only Exchange-based ones. And Exchange Mail syncing normally!
I am using VPN to connect Exchange server.
I am able to set up iCal on iPhone, iPad and OSX 10.11. and it will sync. I have stopped iCal, deleted the 3 calendar cache files and restarted iCal. It works once but then the problem comes back.

Installed 10.12.2 beta 4 and my O365 Exchange calendar is syncing again.
Test in a new User. Add Exchange in System Preferences > Internet Accounts but only check Calendars. Does it work correctly in the new User?
CREATE A NEW USER
Go to System Preferences --> Create a New User in Users & Groups.
Switch to the New User by logging out/in or use Fast User Switching.
You can skip logging in with an Apple ID unless you need to test iCloud apps. Hit continue then skip.
Only default Apple apps will be in the Dock in the new User. Go to Applications to open other apps you might want to test.
Do you still see the issue?

But I think that this is a bug. This same problem was also the first versions of OSX 10.11! In later versions, such as 10.11.6 everything works well!
FWIW, I'm seeing most issues a result of upgrading over a current install. Users that do a clean install don't have the upgrade process that causes things like mail, calendars and contacts to fully upgrade.
If you have the space you can partition a drive and do a clean install of Sierra. You can test basics on the test partition to verify everything works as expected before upgrading your main drive.
I've tried everything But still iCal does not work properly. Now is the version 10.12.5 installed.
I think the problem is that iCal, Enchange Cal and Cisco VPN does not work properly. This is, of course a guess, because the Exchange e-mail works OK.
Waiting for a new update of the Sierra
I am running iCal (Calendar) 9.0 on MacOS Sierra 10.12.1.
I have the same issue but I have this without the VPN. When I remove the Exchange account from my mac then it works for some time and then it starts again. I do not have any issues with Mail etc, only iCal.
So the problem most likely is a bug, as you say, and that Apple need to fix this. I have had this issue before on other OS versions so a bit annoying that it comes back for new upgrades. It must be a well known issue and a common one.
I have now beta 10.12.5 and the bug. JonasWaterman, maybe we have to wait next version and hope .

I am also running iCal 9.0 (Calendar) on Sierra 10.12.1
I am syncing iCal & BusyCal on my iMac via iCloud with:
- Exchange (Outlook 365) on a PC (Windows 7)
- iPhone 6
- iPad
Outlook events are syncing on all devices EXCEPT on the iMac (iCal & BusyCal calendars)
Interestingly, events entered in iCal & BusyCal are syncing with all of the other devices.
In other words, only the Outlook 365 events are not syncing on the iMac calendars.
I have tried a number of suggested steps, including deleting, and re-adding Exchange in iCal and BusyCal, but that always fails. I'm notified that my information "cannot be verified".
I have successfully verified my user name and password in Outlook on the PC, so I am certain they are valid.
Only the calendars on the iMac are rejecting my credentials.
I'm also pulling my hair out, without a solution to offer.

I have Mac OS 10.12.2 beta 3 but since beta 1 Calendar on the Mac has no longer been syncing with O365 exchange account for work. I have deleted all cache files, all pref files, setup a new user account on my machine, delete and reinstalled the account, fixed permissions, deleted embedded database files, deleted old appointments, etc.
No matter what I do, the calendar is completely blank for Exchange (my other iCloud and subscribed work fine). That same Exchange account works great on my phone, OWA and Outlook for Mac 2016. Email works fine everywhere too. Just Calendar.
I look into the console to see if I can find a record or appointment that was throwing an error but the messages were non-descriptive as to a specific event causing the issue. Something changed in the EWS handling in these betas.
Hopefully it is fixed soon.

Having the same issue as well. As an experiment, I added another Office 365 account that I normally don't sync my cal with. That one seemed to work fine. Seems to imply a local DB issue or something related to upgrade. It also could just be that the new account doesn't have many calendar entries so no issues get tripped syncing old entries. I did notice these errors in the console log:

I finally succeeded in syncing Exchange (Outlook 365) with iCal
The username was actually my business email address: xxx.xxxxxx@web.XXX.com
I had been entering my Office 365 email address: XXX@xxxxxx.onmicrosoft.com
I guess I’m a little fuzzy on why my business email address works, but not the Office 365.
At any rate, it's now syncing successfully
Thanks Tony. I'm not sure I understand though. My O365 account login is my company email XYZ@company.com and it. And it accept the credentials when I create the account in Calendar (or Internet Accounts). So maybe it's just a different issue but would definitely like to know more details.
While you can clear caches and do other clean up steps as outlined below, if any data on the server is corrupt, you will need to export all data then delete all from server so you start with clean data. Verify in each device. Import your backup data with sync turned off. Clean up data "see below" for remove unusable and duplicate events before turning on sync again. Verify that sync works on one device with OWA Exchange in a browser before adding other devices.
Options to clean up your data.
1) Clear Calendar Cache:
1. Go to System Preferences > Internet Accounts.
2. Select your Exchange account and uncheck calendar.
2. Close Calendar.app and any other calendar applications you might have running.
3. In Finder, go to your User's Library/Calendars folder. Delete the Calendar Cache files (you may need to emptyTrash)
4. Restart Calendar.app. This will rebuild the caches.
5. Go to System Preferences > Internet Accounts. Select Exchange, check calendar.
You might need to refresh Calendars. Under View in the Menu bar select Refresh Calendars ⌘R

I had Exchange, 365, Calendar problems after I did a fresh install of Sierra. It was a few weeks ago, but my recollection is that I fixed it by deleting ALL of my internet accounts from system preferences pane, and any other place I could find them mentioned in Mail and Calendar. I then created a fresh internet account and everything worked as it should.
